Note 2Risk classification method:
(1) Low risk: normalized indicator value ≤ the 33.3rd percentile.
(2) Medium risk: normalized indicator value > the 33.3rd percentile and ≤ the 66.6th percentile.
(3) High risk: normalized indicator value > the 66.6th percentile.
The normalized indicator value is calculated as:
(Indicator value − minimum value among all townships) / (maximum value among all townships − minimum value among all townships).
