Issues and Objectives
Chiayi County is the largest oyster farming area in Taiwan, with an annual output of approximately 9,000 metric tons. The farming methods are divided into two types: horizontal hanging and floating raft. In recent years, oyster farming has been affected by environmental changes such as seawater acidification and sea-level rise, resulting in increased fluctuations in oyster production and quality.
Improvement Measures Taken
In 2020, the Chiayi County Government, in order to protect the rights and interests of oyster farmers, began to include floating raft oyster rafts in its protection and management. During 2019, the local government and fishermen communicated multiple times to amend the "Self-Governed Ordinance for the Management of Fishery Rights in Oyster Farming Zones," including floating raft oyster rafts in the protection of fishery rights, allowing fishery operators to enjoy agricultural natural disaster relief protection. At the same time, measures such as regulating the collection of sea area usage fees, mandatory recycling of abandoned oyster rafts, prohibiting the use of uncovered polystyrene floats, and establishing a reward mechanism for recycling were implemented to improve the management and development of the oyster industry's fishery sector.
