Issues and Objectives
The waters surrounding Penghu, Taiwan, are rich in marine environment and fishery resources due to the influence of topographic upwelling currents, tributaries of the Kuroshio Current, the China Coastal Current, and the South China Sea Current, coupled with the effects of topography. In recent years, however, global environmental change and the effects of overfishing or illegal exploitation have led to a rapid decline in fishery resources. Global change has also resulted in an increased frequency of extreme weather disasters, with rapid drops in water temperature being particularly concerning. For example, the cold waves of 2008 and 2011 caused rare low temperatures in the waters surrounding Penghu, severely impacting its marine habitats. The changes in the Penghu marine ecosystem caused by climate change and extreme weather disasters have also impacted the local marine cage aquaculture industry.
Improvement Measures Taken
By anticipating the potential impacts of northern and southern ocean currents on the waters surrounding Penghu, the system can promptly adjust and prevent the occurrence of low-temperature disasters in aquaculture, achieving a low-temperature early warning function and reducing losses from disasters. At the same time, it can provide aquaculture operators with corresponding measures through multiple warning channels (website inquiry, SMS, and email).
Glossary
Climate change risk assessment: Using effective assessment tools to understand the medium- and long-term impacts of climate change on various sectors, and to propose corresponding adaptation strategies and actions to reduce the risks brought about by climate change.
Case type:
Structural and physical options: engineering techniques or reinforcement of existing structures, integrated technology development
Social options: learning and exchanging disaster knowledge in the community, and developing and applying early warning information.
Institutional options: Establishing institutions at the economic, policy, and legal levels
